An  engine of this caliber deserves to be mated with some of the best available components in the marketplace. 
    This model is available from us,with some outstanding components built into it from Viper&#039;s design team, that is unavailable to the public.  but also serves as an example to potential builders, who want the largest OEM short-stroked  engine on the market, that it can be fit into just about any frame they wish to use.

Well, don&#039;t know about  Titan, but...........
The first &quot;advertised manufactured frame&quot;  with shoulder-high head-set was out of Detroit.
Built by Karlinie (?) around 1975 or so. 
Don&#039;t remember the spelling of his name (and am too lazy to go out into the shop to look it up). 

However, that look (seat low, headset high) goes back further than the late seventies. 
To get  &quot;that look&quot; ya mounted a 12 inch over front end and a 21 inch wheel. Then cut the under seat down tube where it intersected with the back-bone. Cut the front down tube free of  the motor. Then rotated the neck up till the motor sat horizontal again. Reconnect the front of the frame to the motor. 
Done!..... Simple.......   :-)

No risers.  
Drag bars bolt directly on the top tree.
Legal riding position (in CA), grips not higher than the shoulder.

I&#039;d say it  &quot;looks remarkably like&quot; a vintage custom (as does the Titan).
Nothing new there.
